The alkali content of the cement samples are as given under,
1.K2O in cement-1 =0.80 wt%
1.Na2O in cement-1 =0.26 wt%
1.K2O in cement-2 =0.64wt%
1.Na2O in cement-2 =0.24 wt%

From my experience I can assure you, that alkalies also accelerate seeting and hardening (in early stages) of cements. So, one of the reason of rapid setting of cement-1 may be alkalies also.
I have no doubt that 28th day strength of cemet-1 is low than cement-2, because of high quantity of free-lime, alkaies etc.
