That`s Normal getting to seen blockage at cyclone no2,1 and that why they invented the shock blasters . Be ware the modulation of lime content in raw material will cause such thing especially with minimal coating inside the kiln . 

If you have double string preheater and Bag filter on your preheater top,kindly check which side that mixed bag filter dust is going.
