Are any empirical tests for common man to judge the quality of the cement so that what he is receiving from the market can be judged by his own.This may be useful to get rid of dealer end adulteration in cement.

The only tests are those that are undertaken in the physical and chemical laboratories. There are no empirical tests other than mixing with water and observing the setting and hardening of the cement.
