Ultimate use of any insulation is to save heat loss. Though i am not aware about insulation over cyclones, but it may be to insulate heat losses from cyclonic strings.

In case of cyclone any such damage to cyclonic shell, can be repaired even in running plant and hence pose no problem.

Kiln shell deformation may cause months long stoppages to repair the damage.
