High free lime means uncombined lime which is left out after the formation  of clinker compounds C4AF,C3A,C2S and C3S.If Raw meal LSF is too high and or burning conditions in the kiln are very poor this situation would arise.This is determinant to cement expansion properties and in turn poor quality concrete strength.
