Is the heating not enough to produce CaO from CaCO3 which would react with HCl that could surely increase the Free Lime as determined?

I have a bunch of questions, I hope you would lend a hand. If it will not be too much, I would like to for ask your email address?

Hello Norew,

No, the temperature achieved during the free lime test is nowhere near that required to dissociate CaCO3 into CaO and CO2. That reaction requires at least 840degC, whereas the boiling solvent in the free lime test would only reach about 85degC .
