Of course you can use a unit of 6 000 m3/h. The vacuum mostly used today is however -800 mbar. The cement plants in the Middle East that has purchased units from us has all decided to go for       airflow 8 000 m3/h and -800 mbar. Many cement plants do. The suction capaity is lower with a lower air  volume. If you wan to blow the pressure should be at least +1100mbar mbar or you can can also use compressed air through an onboard compressor or from the plant. Yes you can use the filter on the silo but is it sufficenly large to clean the air volume used for blowing?
