what is the Bottom stage meal SO3 during normal operation??

If there is any burnability change, then that will affect the SO3 volatility

Can you send the full analysis fo RAw meal and clinker...(including SO3, Na2O and K2O)

Please check for Ring material analysis and if ring consist of mainly S content then probably it may be the cause of ring. You already have problem as S input is more than the S output and hence process / Chmistry is not balanced. Try to absorb and exit S through measures like meal curtain, alteration in Kiln feed, improvment in the liquid, Use of small alkalie rich additive etc. But your correct solution depends on the basis of RCA for your own case through process audit and detailed chemical analysis. Please send.
