Cementos Cosmos has lodged an appeal with Andalusia’s Committee of Environment and Spatial Planning as the cement producer was denied an amendment to its Integrated Environmental Authorisation for the Niebla plant.
The amendment, if granted, would allow Cementos Cosmos to burn waste-derived fuel, replacing fossil fuels. Cementos Cosmos is appealing on the grounds that the burning of such fuel would not materially alter the purpose of the plant, ie as producer of cement, and therefore, there would be no change in its urban use.
