According to Lei Qianzhi, Director of China Cement Industry Association, China will eliminate export rebate of cement within 3 years. The export rebate rate has already been reduced to 8% in 2006.

The export of cement in China in the first half of 2006 made a drastic growth over the same period of 2005. Main reasons include the brisk demand in America, Europe and the Middle East and the fierce competition in the domestic market. The situation however can not last long. The United States and countries in the Middle East are constructing cement production lines and the demand in their local markets will be satisfied in one or two years. Besides, cement is a resource consuming product and China will discourage its export and also make readjustments to the cement export rebate policy.
