New producer on the horizon A group of Spanish businessmen, led by Bernard Le Genissel, have announced plans for a new 1.8Mta plant to be built close to Tangiers, Morocco. The quarry and land have been purchased and almost all the final permits are in place, along with agreements with the local port for bringing in coal and exporting cement and clinker. Tenders for this new integrated facility are now being drawn up, together with the requisite EPA. Spokesman expect a 24-month construction and start-up by early 2009.
