Pima County will not revoke a flood-plain use permit that allows California Portland Cement to build a haul road across Davidson Canyon. Builders broke ground on the fewest new homes in at least half a century, as a deepening economic contraction raised the risk of deflation. Cemex has announced that it has opened two new concrete plants at Stepney in London and Oldbury in Birmingham, reports Contract News.
