Ha Tien 1 Cement Co., plans to issue nearly 22.3M shares at VND 11,500 (US$0.71) a piece on the Hanoi bourse on November 27.     The shares, with a face value of VND 10,000 (US$0.63), represent a 25.62 per cent stake in the company. Plans to build a controversial cement terminal on Sydney Harbour have been scrapped.    Planning Minister Frank Sartor will today announce the $31m proposal by Independent Cement and Lime has been withdrawn after he met with ICL and expressed his "serious concerns" about the White Bay, Rozelle, project.    It followed a community backlash to the proposal which would have resulted in the terminal operating 24 hours a day -- and processing 500,000tpa of cement.    More than 1500 submissions...

Holcim and Schwenk Zement have commissioned slag joint venture at the Salzgitter steelworks, Hüttensand Salzgitter, which represents an investment of around EUR25m. It has been announced that HeidelbergCement will build a new cement plant in Volsk (Saratov oblast) Russia. Deutsche Bank has apparently acted for the group and is said to be involved as part-guarantor of this project. The plans call for setting up a state of the art production facility of about 1.5Mta.
