The Rostov regional administration has signed an investment agreement with Lafarge, according to local news reports.    The agreement calls for building a cement factory, estimated at Euro 150m, in Rostov Region. Mexico’s cement industry has announced over US$1bn investments in 2006, four times higher than the average annual investments of US$250m in the period 2001 to 2005.   The investments for 2006 include US$670m from Cemex.
